A cold chain is a temperature-controlled supply chain which is an unbroken cold chain is an uninterrupted series of refrigerated production, storage and distribution activities, along with associated equipment and logistics, which maintain the desired low-temperature range. It is used to preserve and to extend and ensure the shelf life of products, such as fresh agricultural produce, seafood, frozen food etc.

IMPORTANCE OF COLD CHAIN
Cold chain is vital to preserve the safety and quality of refrigerated foods and comply with legislative directives and industry ‘codes of practice’. The ultimate goal for cold chain management is to deliver perishable foods and food products in a timely fashion while maintaining the quality of the products and increasing their shelf life.
Cold Chain Subsidy
1.OBJECTIVE
The objective of the scheme of Cold Chain Subsidy, Value Addition and Preservation Infrastructure is to provide integrated cold chain and preservation infrastructure facilities without any break from the farm gate to the consumer. It covers pre-cooling facilities at production sites, reefer vans, mobile cooling units as well as value addition centres which include infrastructural facilities like Processing/Multi-line Processing/ Collection Centres, etc. for horticulture, organic produce, marine, dairy, meat and poultry etc. Individual, Groups of Entrepreneurs, Cooperative Societies, Self Help Groups(SHGs), Farmers Producer Organisations (FPOs), NGOs, Central/State PSUs etc. with a business interest in Cold Chain solutions are eligible to set up an integrated cold chain and preservation infrastructure and avail grant under the Scheme.
2. Project Component
This Cold Chain Subsidy scheme aims to facilitate the establishment of a strong cold chain facility for agricultural, horticultural, dairy, fish & marine, poultry & meat products by establishing linkage from farm gate to the consumer, end to end, to reduce losses through efficient storage, transportation and minimal processing. The different components of the Cold Chain projects are as under:
- Minimal Processing Centre at the farm level and centres is to have the facility for weighing, sorting, grading waxing, packing,pre-cooling, Control Atmosphere (CA)/ Modified Atmosphere (MA) cold storage, normal storage and Individual Quick Freezing(IQF).
- Mobile pre-cooling vans and reefer trucks.
- Distribution hubs with multi products and multi Control Atmosphere (CA)/ Modified Atmosphere(MA) chambers/ cold storage/ Variable Humidity Chambers, Packing facility, Cleaning in Process (CIP) Fog treatment, Individual Quick Freezing (IQF) and blast freezing.

3. Amount Of Financial Assistance
Financial assistance(grant-in-aid) of 50% the total cost of plant and machinery and technical civil works in General areas and 75% for NE region including Sikkim and difficult areas (J&K, Himachal Pradesh and Uttarakhand) subject to a maximum of Rs.10 crore.

4.How will Financial Assistance be given?
The grant-in-aid will be admissible for payment only after the private investor has paid his share fully as per the following schedule:
- 1st instalment of 25% of the total grant under the scheme will be released after ensuring that 25% of the promoter’s contribution and 25% of the term loan has been spent on the project.
- 2nd instalment of another 50% of the total grant under the scheme will be released after ensuring that utilization of the first instalment of grant and 75% of promoter’s contribution & 75% of term loan has been spent on the project.Utilization certificate of the first instalment shall be submitted by the promoter at the time of making claim for the second instalment.
- 3rd and final instalment of remaining 25% of the grant assistance will be released after ensuring that the utilization of the second instalment and 100% of promoters and 100% of term loan has been investing share on the project and the project has achieved completion & commercial operation has started.Utilization certificate of the second instalment shall be submitted by the promoter at the time of making claim for the 3rd and final instalment.
